A copy of the Register of Interest for each Selby District Councillor is available for inspection at www.selby.gov.uk.

 

Councillors should declare to the meeting any disclosable pecuniary interest in any item of business on this agenda which is not already entered in their Register of Interests.

 

Councillors should leave the meeting and take no part in the consideration, discussion or vote on any matter in which they have a disclosable pecuniary interest.

 

Councillors should also declare any other interests. Having made the declaration, provided the other interest is not a disclosable pecuniary interest, the Councillor may stay in the meeting, speak and vote on that item of business.

 

If in doubt, Councillors are advised to seek advice from the Monitoring Officer.

The Deputy Leader, Councillor R Musgrave, declared a personal and pecuniary interest in agenda item 4 – Update on the Selby District Local Plan (E/22/38). Councillor Musgrave confirmed that he would leave the meeting during consideration of the item.

Update on the Selby District Local Plan (E/22/38) pdf icon PDF 173 KB

The Executive are asked to consider report E/22/38 which provides an update on the Local Plan.

Minutes:

The Leader of the Council presented report E/22/38 which asked Members to note the content and that any future decision to progress the Selby District Local Plan be made by North Yorkshire Council.

 

Members were informed that on 17 September 2019 the Council gave approval for work to commence on the preparation of a new comprehensive Local Plan for the District. A Local Development Scheme was also brought into effect following Council approval. In accordance with the Local Development Scheme, consultation took place on the Local Plan Issues and Options in early 2020. Consultation on the Preferred Options for the Local Plan took place in early 2021, with subsequent consultations taking place on Additional Sites and Local Plan Evidence later that year. In August 2022 Executive approved consultation on the Publication Local Plan which ended on the 28 October 2022. The report provided an update on the progress of the Local Plan and set out recommendations for taking the plan through to formal submission given the changes to local governance.

 

The Executive had no further comments at that stage.

 

RESOLVED:

The Executive note the content of the report and that any future decision to progress the Selby District Local Plan be made by North Yorkshire Council.

 

REASON FOR DECISION:

 

To ensure that the decision on the progression of the Selby District Local Plan is in accordance with changes to local governance arrangements.

Corporate Performance Report - Quarter 3 2022/23 (September to December) (E/22/39) pdf icon PDF 185 KB

Councillor R Musgrave re-joined the meeting at this point.

 

The Leader of the Council presented report E/22/39 which asked Members to note and approve the report and consider any further action they wished to be taken as a result of current performance. The report was presented as a supplementary document at the meeting.

 

Officers explained to Members that the quarterly Corporate Performance Report provided a progress update on delivery of the Council Plan 2020-2030 as measured by a combination of: progress against priority projects/high level actions; and performance against KPIs. The specific focus of the report covered the period September to December 2022.

 

Progress in Quarter 3 as 63% of KPIs reported showing improvement over the longer term or maintaining 100% performance, and 67% of KPIs on target, with 17% of KPIs within acceptable tolerances.

 

Members were pleased to note that there had been positive performance on KPIs relating to the number of SMEs supported, non-domestic rate collection, the processing of benefit claims and planning applications, responses to corporate complaints, staff sickness absence, leisure centre memberships/visits, the reletting council homes and missed bins.

The Executive acknowledged that some performance had not been as good as had been hoped, in particular savings, council tax collection, sundry debt collection, complaints and responding to FOIs.

 

The Executive congratulated Officers on the improvements in performance which were evident in a number of areas, in particular the operation of the car parking machines; the public were parking for longer which was good for the local economy and the district’s town centres.

 

RESOLVED:

The Executive noted and approved the report.

 

REASON FOR DECISION:

 

The reporting of performance data enabled the Council to demonstrate progress on delivering the Council Plan Priorities to make Selby District a great place. 

70.

PRIVATE SESSION - EXCLUSION OF PRESS AND PUBLIC

Minutes:

It was proposed and seconded that the Executive sit in private session for the following business due to the nature of the business to be transacted.

 

RESOLVED:

That, in accordance with Section 100(A)(4) of the Local Government Act 1972, in view of the nature of business to be transacted the meeting be not open to the press and public during discussion of the following items as there will be disclosure of exempt information as described in paragraph 3 of Schedule 12(A) of the Act.

 

Members of the public left the meeting at this point. Councillor D Brook remained in the meeting to comment on the report.

71.

Appropriation of Housing Land (E/22/40)

The Executive are asked to consider report E/22/40.

The Leader of the Council presented report E/22/40 which asked Members consider the information and options at paragraph 5 and determine how it wished to proceed.

 

Officers explained to Members that the report sought a review of the previous Executive decision on the appropriation of land at Highfield Villas.

 

Councillor D Brook commented on the item.

 

The Executive debated the matter in full, asked several questions of Officers and agreed a number of recommendations to the new North Yorkshire Council which would be communicated to them after the implementation of the North Yorkshire local government reorganisation from 1 April 2023.

 

RESOLVED:

                        That it be recommended to North Yorkshire Council that it

 

i.             appropriate the land from housing to recreational land;

 

ii.            continue to negotiate with Sherburn Town Council to lease or gift the land to Sherburn Town Council for recreational purposes; and

 

iii.          consider granting to Sherburn Town Council some of the monies, if remaining, from the legacy fund once all live grant applications had been determined.

 

REASON FOR DECISION:

 

To enable the Executive to determine an agreed proposed strategy for the future use of the Highfield Villas land to the new North Yorkshire Council.
