Minutes:

Apologies for absence were received from Councillor J Shaw-Wright and Councillor M Jordan; Councillor K Franks was in attendance as a substitute for Councillor Shaw-Wright.

Disclosures of Interest

A copy of the Register of Interest for each Selby District Councillor is available for inspection at www.selby.gov.uk.

 

Councillors should declare to the meeting any disclosable pecuniary interest in any item of business on this agenda which is not already entered in their Register of Interests.

 

Councillors should leave the meeting and take no part in the consideration, discussion or vote on any matter in which they have a disclosable pecuniary interest.

 

Councillors should also declare any other interests. Having made the declaration, provided the other interest is not a disclosable pecuniary interest, the Councillor may stay in the meeting, speak and vote on that item of business.

 

If in doubt, Councillors are advised to seek advice from the Monitoring Officer.

Chair's Address to the Policy Review Committee

Minutes:

The Chair welcomed the newly elected Councillor, Georgina Ashton, to her first Policy Review Committee meeting. Councillor Ashton had joined the Committee after Councillor Judith Chilvers had stepped down. The Chair went on to thank Councillor Judith Chilvers for her contribution to the work of the Committee over the past few years.

To receive an update on and discuss the work of the Low Carbon Working Group.

Minutes:

Members received an update on low carbon work since the last Committee meeting and noted that a full update would be presented to the Low Carbon Working Group on 22 March 2022, where further discussion and feedback could be provided.

 

The update contained information on the Low Carbon Strategy, the HVO fuel trial, the York and North Yorkshire Local Enterprise Partnership (LEP) Routemap to Carbon Negative, Our Zero Selby, Better Homes Yorkshire, local government reorganisation and tree planting.

 

RESOLVED:

                        The Committee noted the update.

The Policy Review Committee are asked to consider and endorse the proposed Gambling Policy 2022.

The Committee received the report of the Licensing Manager which asked Members to consider and endorse the proposed Gambling Policy 2022.

 

Selby District Council was the Licensing Authority responsible for the licensing of certain gambling premises licences and all types of gaming machine permits in Selby District. As part of this role the Council must have regard to the statutory licensing objectives and issue a Statement of Licensing Principles (“the Gambling Policy”), which must be reviewed every 3 years. The existing Gambling Policy had been reviewed and it was considered that very minor changes were required. The Council consulted on the revised Gambling Policy between 10 January 2022 to 21February 2022.

 

It was proposed, seconded and agreed that the recommendation set out in the report be approved.

 

RESOLVED:

The Committee considered and endorsed the proposed Gambling Policy 2022.

The Committee are asked to consider the proposed Selby Taxi Licensing Policy 2022.

The Committee received the report of the Licensing Manager which presented the proposed Selby Taxi Licensing Policy 2022.

 

A consultation was held between the 10 January and 21 February 2022 with proposals to the Selby’s Taxi Licensing Policy 2022. Officers had reviewed the consultation responses received and updated the policy.

 

It was proposed, seconded and agreed that the recommendation set out in the report be approved.

 

RESOLVED:

The Committee endorsed the proposed Selby Taxi Licensing Policy 2022 which incorporated the required changes following the reviewing of the consultation responses and recommended the same to the Executive for adoption.

 

 

41.

Work Programme 2021-22 pdf icon PDF 398 KB

To consider the Committee’s work programme.

 

Minutes:

The Committee considered the work programme for the remainder of 2021-22.

 

Members noted that the industrial units information report would not be ready in time for the next meeting of the Committee scheduled for 12 April 2022, due to the demands of LGR, specifically Officer time and availability. It was hoped that the industrial units item would be ready for the first meeting of the 2022-23 municipal year in June.

 

The remainder of the business for the April meeting was the standing update on the Low Carbon Working Group and the work programme. Members agreed that the two remaining items of business were not enough to warrant the holding of a meeting, and as such, it should be cancelled.

 

RESOLVED:

The Committee agreed the following changes to the 2021-22 work programme:

 

·         that the industrial units information report move to the June 2022 meeting of the next municipal year (2022-23), as well as the two remaining items on the work programme for April 2022; the Update from the Low Carbon Working Group and Work Programme Planning 2022-23; and

 

·         that as a result of the above, the April 2022 meeting of the Committee be cancelled.
