Purpose of committee

The Coronavirus has impacted the way the Council makes decisions. Prior to the passing of new regulations by the Government, some decisions were taken using urgency procedures by the Leader of the Council and Senior Officers. The regulations made under the Coronavirus Act 2020 are now in effect until May 2021 and as such, Selby District Council is now in a position to start to deliver remote meetings. The meetings will be Microsoft Teams Live Events, viewable online by the public. The agendas for these meetings will be published as normal on the Council's website. Public Speaking at Remote Planning Committee Meetings


For the time being, the Code of Practice for Dealing with Planning Matters is modified so that the public speaking scheme will not apply to Remote Meetings. This is due to the need to manage the duration and security of the meetings. Instead, written representations on planning applications can be made in advance of the meeting and submitted to All such representations will be made available for public inspection on the Council’s Planning Public Access System and/or be reported in summary to the Planning Committee prior to a decision being made. These procedures are being regularly reviewed as we start to operate in this way and will include reviewing the feasibility of introducing public speaking at the Remote Meetings in the future. The Remote Meetings Regulations provide flexibility in light of the Covid-19 pandemic, and allow meetings to be moved, called or cancelled without further notice. For this reason, the public are encouraged to check the Council’s website in case changes have had to be made at short notice.
